DigComp 3.0 replaces 2.2’s un-staged “examples of knowledge, skills and attitudes” with two typed layers: 362 coarse Competence Statements (one per competence times a four-level proficiency band) and fine-grained Learning Outcomes, each typed Knowledge, Skill, or Attitude. Applying the framework’s own published errata removes a duplicate outcome, leaving 522. Competence areas and competences carry identical numbering and membership to 2.2; a minority of area and competence names were revised for 3.0. Proficiency-level descriptors and the glossary are staged from the source but not emitted into the graph.

Ingestion

scripts/010-ingest-digcomp.R verifies the staged supplement’s hash, applies the framework’s own published errata, and parses the structure into the cybed schema.

Reuse is allowed provided appropriate credit is given and any changes are indicated; the European Commission logo is excluded from reuse, and cybedtools reproduces no logo. Caveats

  • DigComp specifies general digital competences for citizens, not cybersecurity-specific roles or curricula. Competence Area 4, renamed “Safety, wellbeing and responsible use” in 3.0, carries the most cybersecurity-adjacent content (protecting devices, protecting personal data and privacy), but the framework’s specificity sits at general-digital-competence granularity, not at cybersecurity-workforce granularity. Treat DigComp as the citizen baseline that workforce frameworks like NICE and ECSF build above.
  • Three of the framework’s own published errata (LO4.3.22, LO5.2.12, LO5.4.13) name only a phrase to insert, with no replacement sentence quoted. Composing new sentence text from that instruction would put cybedtools’s words in the steward’s name, so those three are carried through unapplied; the other four corrections, including the one structural duplicate removal, are applied.
  • Proficiency-level descriptors and the glossary are staged but not emitted into the graph. Full DigComp 3.0 coverage requires consulting the publication’s own descriptors directly.
